A regularly scheduled meeting of the Board of Trustees was held on Monday, March 18, 2013, in the Village Hall. Mayor Westcott opened the meeting at 7:00 p.m. Also present were Deputy Mayor Conley, Trustee Blumrick, Trustee Hinkson, Trustee McAvoy, Coordinator Dodge, Police Chief Swick, Clerk-Treasurer Schweigert, and Daniel E. Seaman, attorney. Trustee Blumrick led the Pledge of Allegiance. There were several others in attendance, as well. A motion was made by Deputy Mayor Conley, and seconded by Trustee McAvoy, to approve the minutes of the February 19, March 5, and March 7, 2013, meeting. The motion was carried unanimously. A motion was made by Trustee Hinkson, and seconded by Trustee McAvoy, to authorize payment of bills submitted on Abstract No. 10-12/13 in the amount of: General: $39,250.08; Water: $4,541.69; and Sewer: $4,958.94; for a total of $48,750.71. The motion was carried unanimously. A motion was made by Trustee Blumrick, and seconded by Deputy Mayor Conley, to authorize a budget amendment to expenditures in the amount of $40,000 to create line item A6410.4, Publicity - Miscellaneous & Contractual. This expenditure will be funded by NYS grant monies. The motion was carried unanimously. A motion was made by Trustee McAvoy, and seconded by Trustee Hinkson, to authorize a budget amendment to increase revenues by $40,000 from NYS grant. This amount will be added to line item A3089 in revenues. The motion was carried unanimously. A request was received from M. P. Fagan, Ltd., for an advance of funds to begin the publicity campaign for the Village. A motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley, to authorize a $10,000 advance to M. P. Fagan, Ltd., so that work may begin on the publicity campaign to improve the Village’s image. The motion was carried unanimously. A motion was made by Trustee Hinkson, and seconded by Trustee Blumrick, to approve Payrolls No. 20 and 21 for weeks ending March 2 and March 16, 2013. The motion was carried unanimously. The Treasurer’s report was submitted and accepted for the month of February 2013. The Public Works report was submitted and accepted for the month of February 2013. The Village and Town Police reports were submitted and accepted for the month of February 2013, with Chief Swick reading the highlights. The fire report was submitted and accepted for the month of February 2013. Building Inspector Brian Belson was unable to attend tonight’s meeting; however, he did forward some information via email as to activity that he has accomplished since starting in February 2013. A motion was made by Trustee McAvoy, and seconded by Trustee Blumrick, to approve applications for membership in the Middleport Fire Co., No. 1, Inc. (junior members are so indicated): Brandon Burgess, Shawn Cologgi, Robert Conley (junior), Ryan Czaja, Austin Dodge (junior), Evan Kindron (junior), James Knapp (chaplain), Dennis Morris, Brett Newton, Richard Pitcher, Zackary Washburn-Srock (junior), and Jeffrey Edwards. The motion was carried unanimously. Correspondence was read: Received an invitation to the Senior Citizens annual Appreciation Dinner. Clerk Schweigert will RSVP for all who can attend. Received a notice from Darrell’s Place that they will be renewing their liquor license. Discussed NYCOM training that is available on April 19. All Board members who plan to attend must let Clerk Schweigert know by Friday, March 22, so that she may enroll them. Discussed the ICS training. A few employees still need to take it and then the Village will be in complete compliance for the NIMS training that is required by FEMA. Mayor Westcott advised the Board that ID tags will be purchased for all Village employees and officials. The Police Department has already been issued theirs. These will be required should there be an emergency in the Village and roads are closed. If an official or employee is required on scene, the ID tags will allow entrance onto closed roads. ID tags are a requirement of ICS. Deputy Mayor Conley asked Mr. Dodge about the status of the street sweeper. Mr. Dodge feels that it can keep going for awhile. The vehicle that will need addressing is the sewer truck and he would rather see money put into replacing that than the street sweeper. Niagara County will come in and sweep a few times a year for us, if necessary. We had discussed pulling the body off the current sewer truck and putting it on the truck we are now replacing, but it has been determined that this will not be feasible. Chief Swick advised the Board he and Sergeant Waters attended a safe school seminar at UB on Friday, March 15. It was presented by administrators and police representatives. It was an excellent source to building bridges between schools and police departments. A final review of the proposed 2013-2014 budget was done. Discussed that if the full-value tax rate remains the same, the tax levy will drop. In order to have the tax levy remain the same, the full-value tax rate would increase 12 cents per thousand. Determined that the rate will increase 15 cents per thousand to offset some of the increase in expenditures. This will create a 1.3 percent tax levy increase, well below the 2 percent increase ceiling. A motion was made by Trustee McAvoy, and seconded by Trustee Blumrick, to approve the tentative 2013-2014 budget of $1,152,585.42, with the tax rate as follows: full value tax rate will be set at $10.00 per thousand, with Hartland at $10.00/thousand and Royalton at $10.31/thousand. The motion was carried unanimously. Discussed the reorganization meeting. As the state law requires a public hearing on the budget on or before April 15 and as the regular April meeting falls on April 15 this year, it was determined that a special meeting on April 1 is not necessary this year. A motion was made by Trustee McAvoy, and seconded by Trustee Hinkson, to cancel the April 1, 2013, reorganization meeting. The motion was carried unanimously. The newspaper will be notified. A motion was made by Trustee Hinkson, and seconded by Deputy Mayor Conley, to hold a public hearing regarding the 2013-2014 village budget on Monday, April 15, 2013, at 7:00 p.m. The motion was carried unanimously. The next Northwestern Frontier Association of Village Officials meeting will be held on Wednesday, April 17, 2013, with the Village of Holley hosting. The next regular meeting of the Board of Trustees will be held on Monday, April 15, 2013, at 7:00 p.m. There being no other business, a motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley, to adjourn.
