A regularly scheduled meeting of the Board of Trustees was held on Tuesday, January 22, 2013, in the Village Hall. Mayor Westcott opened the meeting at 7:00 p.m. Also present were Deputy Mayor Conley, Trustee Blumrick, Trustee Hinkson, Trustee McAvoy, Coordinator Dodge, Police Chief Swick, Clerk-Treasurer Schweigert, and Michael Norris, attorney. Retired CEO Tom Arlington led the Pledge of Allegiance. There were a few people in attendance, as well. A motion was made by Deputy Mayor Conley, and seconded by Trustee Hinkson, to approve the minutes of the, December 17, 2013, meeting. Carried unanimously. A motion was made by Trustee Blumrick, and seconded by Trustee McAvoy, to authorize payment of bills submitted on Abstract No. 8-12/13 in the amount of: General: $51,657.05; Water: $10, 932.50; Sewer: $8,715.48; for a Total of: $71,305.03. Carried unanimously. A motion was made by Trustee McAvoy, and seconded by Trustee Hinkson, to authorize the following budget transfers: To From Amount A8560.4 A9010.8 $ 302.91 G8110.4 G8130.4 $1,042.67 Total: $1,345.58. Carried unanimously. A motion was made by Trustee McAvoy, and seconded by Trustee Blumrick, to approve payrolls no.15 and 16, for periods ending December 22, 2012, and January 5, 2013. Carried unanimously. The Treasurer’s report was submitted and accepted for the month of December 2012. The Public Works report was submitted and accepted for the month of December 2012. The Village and Town Police reports were submitted and accepted for the month of December 2012, with Chief Swick reading the highlights. The 2012 annual report was also submitted by Chief Swick. Fire reports were submitted and accepted for the months of November and December 2012. A motion was made by Deputy Mayor Conley, and seconded by Trustee Hinkson, to authorize Mayor Westcott to execute the fire contract with the Town of Hartland, the Middleport Volunteer Fire Co., No. 1, Inc., and the Village of Middleport for fire protection from January 1, 2013 to December 31, 2013, at a cost of $39,374. Carried unanimously. A motion was made by Trustee Blumrick, and seconded by Trustee McAvoy, to appoint Mayor Westcott as Budget Officer for the ensuing year. Carried unanimously. A motion was made by Deputy Mayor Conley, and seconded by Trustee Hinkson, to appoint Mrs. Barbara Keirn and Ms. Dottie Barr as election inspectors. Mrs. Keirn to be appointed Chairperson. Carried unanimously. A motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley, to set compensation for the election inspectors at a rate of $10 per hour. Carried unanimously. A motion was made by Trustee Hinkson, and seconded by Trustee McAvoy, to appoint Rebecca A. Schweigert as registrar, and Vicky M. Demmin as deputy registrar, for the term January 1, 2013 to December 31, 2014. Carried unanimously. Correspondence was read: Received notice from Alternative Grounds Caffé that they intend to renew their liquor license. Clerk Schweigert updated the Board on applying for a records management grant. The grant will be to conduct a records inventory of all of the records in the Clerk’s Office, the DPW, and to a limited extend, the Police Department. The goal is to hire a temporary employee to compete the inventory, which will include removing unnecessary records. This will be about a 6-month project. The budget has not yet been determined. A motion was made by Trustee Blumrick, and seconded by Deputy Mayor Conley, authorizing Mayor Westcott to execute the application for the records management grant. Carried unanimously. Chief Swick advised the Board that the 2010 Chevy Tahoe police vehicle sold at auction for $8,750. Mayor Westcott asked Mr. Dodge for the status on the ice rink. It has been flooded twice. Purchased wiring for the light and waiting for a break in the weather to fix it. National Grid will be contacted to fix the other light as a bulb is out. Mayor Westcott asked Mr. Norris if Mr. Seaman had given him an update for the tourism grant. Mayor Westcott had met with Mr. Seaman recently regarding the grant and Mr. Seaman was going to see about making some changes, specifically if the money could be used over a three-year period rather than all at once. No update, but Clerk Schweigert advised she’d spoken to Mr. Seaman that day and had given him some contact information regarding the grant, so he is working on it. Mayor Westcott announced that three applications had been submitted for the Civil Enforcement Officer position. Copies of the applications were given to all Board members for their review. Mayor Westcott suggested interviewing all three candidates during a special meeting. A motion was made by Trustee Hinkson, and seconded by Deputy Mayor Conley, to hold a special meeting of the Board of Trustees on Wednesday, January 30, 2013, at 6 p.m. for the purpose of interviewing the candidates. Carried unanimously. Appointment letters will go out to the applicants, and the paper will be notified. Trustee McAvoy asked about the new refrigerator at the Scout House. Mr. Dodge explained that the state had offered a rebate program for energy efficient appliances, with up to 75 percent of the purchase price being refunded. The Village took advantage of this plan by purchasing a refrigerator from Dave’s Appliances on Mill Street to replace a refrigerator that is nearly 30 years old, if not older. Chief Swick advised that his department also took advantage of this program to replace a copier that is over 10 years old. The old copier has been moved to the Historian’s office for occasional use. Clerk Schweigert advised she had been contacted by the president of the Middleport Senior Citizens Group regarding purchasing and installing blinds at the Scout House. Discussed the issue of having a contractor do the installation. Determined that as it is a village-owned building, the Public Works Department will install the blinds. Any union issues will be avoided this way. Clerk to advise the Seniors of this decision. A motion was made by Trustee McAvoy, and seconded by Trustee Hinkson, to allow the Middleport Senior Citizens group to purchase blinds for the Scout House. Carried unanimously. The next regularly scheduled meeting of the Board of Trustees will be on Tuesday, February 19, 2013, at 7:00 p.m. due to the Presidents Day Holiday. The Village Hall will be closed Monday, February 18, 2013, for this holiday. At this time, Mayor Westcott presented a certificate of Appreciation to Mr. Arlington for his nearly 27 years of service to the Village prior to his retirement on December 31, 2013. There being no further business, a motion was made by Trustee McAvoy, and seconded by Trustee Blumrick, to adjourn. Carried unanimously.
