A special meeting of the Board of Trustees was held on Saturday, March 3, 2012, in the Village hall. Mayor Westcott opened the meeting at 10:00 a.m. Also present were Deputy Mayor Conley, Trustee Hinkson, Trustee McAvoy, Police Chief Swick, Village Coordinator Dodge, and ClerkTreasurer Schweigert. Trustee Blumrick was absent. Mayor Westcott dispensed with the Pledge. Board members were given updated preliminary budgets with the changes made at the February 25 meeting. Board members were also given projected revenues that are not real estate taxes. Chief Swick advised he has been notified that the state bid contract has been extended on the 2012 Chevy Tahoe. He has requested purchasing one at the state bid cost of $27,447.13. Discussed. A motion was made by Trustee McAvoy, and seconded by Trustee Hinkson, to authorize the purchase of a 2012 Chevy Tahoe at the NYS bid price of $27,447.13. Carried. Depending on when the truck arrives, we may split the payment between the two budget years or it may all come out of the current year or the next year. Discussed non-union employees’ wages. After much discussion, determined that as the union contract gives the union members a 3-percent wage increase, the non-union members will get somewhat comparable wages. Much discussion ensued as to feasible increases. Clerk-Treasurer Schweigert will calculate the increase to the budget using the discussed proposed wages, and if necessary, cuts may be made either to the general fund expenditures or to projected wages. Most wage increases will be approximately 2 to 2.5 percent over the current year’s wages for the non-union full- and part-time employees, the seasonal employees, and the Department Heads. Another meeting will be necessary to determine the tax rate once the wages are input into the current preliminary budget. There is a possibility the tax rate will increase, although, based on the New York State Office of the State Comptroller’s projections, the rate will not go over the 2percent tax cap on the tax levy. A motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley, to hold a board meeting on Tuesday, March 6, 2012, at 5:45 p.m. Carried. The paper will be notified.
