A special meeting of the Board of Trustees was held on Saturday, March 12, 2011, in the Village Hall. Mayor Maedl opened the meeting at 8:30 a.m. Also present were Deputy Mayor Westcott, Trustee Conley, Police Chief Swick, Village Coordinator Dodge, and Clerk-Treasurer Schweigert. Trustees Bateman and Sarchia were absent. Deputy Mayor Westcott led the Pledge of Allegiance. Members of the Middleport Fire Department were also present. Discussed amount to be given to Fire Department in 2011-2012 budget year. Chief Sam DeChellis gave a presentation of the capital projects the Department intends to do over the next few years. He advised that Royalton has given a 3% increase and Hartland, a 4% increase. They are asking that the Village give the same increase as the towns. They are asking for a 4% increase, which equals $3,320. Mayor Maedl explained that the Village did away with a percentage increase years ago. She explained that there is only so much money to go around, and the Village will give what it can. Explained to the FD reps that there is no fire district in Village, and residents are not taxed specifically for fire coverage, like in the towns. Explained the difference between Village and Town budgeting, as their taxation abilities are different. Towns can create special districts; villages can’t. Chief DeChellis advised that there will be greater FD representation at monthly board meetings. Discussed 2011-2012 budget. Village Coordinator Dodge went over each line item for his department and advised what he would need. The money is in this year’s budget for a down payment on the truck he would like to purchase, next year’s payment will be included in upcoming budget. The village will have $12,500 in landscaping to spend in the business district, due to the Main Street grant that MRAG received. We will be reimbursed for half of that amount, $6,250. FMC has given us $7,500 for trees; the remaining $5,000 will be added to the tree line. There are a couple of saws that Mr. Dodge would like to purchase, also. Determined there is enough money in the current budget to purchase the saws. There were very few changes to the Water and Sewer fund expenditures for the DPW. Wages allocated to the sewer fund for I&I inspections were increased, moved from general fund. Mr. Dodge left the meeting at 11:00 a.m. Clerk Schweigert gave the Board possible wages to consider. The union members get a 3% increase in their contract. The department heads recognize the financial difficulties and are only asking for 2% for the non-union full time employees. The following wages will be included in the 2011-2012 budget: Chief Swick - $60,164.78; Sergeant Waters - $21.55/hour; Officer Johnson - $20.75/hour; Part-time Officers: Cain - $14.50/hour; Bixby - $14.50/hour; Campas -$14.00/hour; Clark - $13.50; Typist Swick - $12.00/hour; Village Coordinator Dodge - $49,023.00; Cleaner Stoddard - $9.50/hour; CEO Arlington - $6,000; Clerk-Treasurer Schweigert - $39,319.80; Deputy Clerk-Treasurer Demmin - $19.00/hour; Deputy Clerk Noble - $19.00. Wages for the swim program employees as follows: Director Mullin - $15.00/hour; Instructors: Crosby - $13.50/hour; Dudly - $9.50/hour; Niethe - $9.00/hour; Seeloff - $8.50/hour; Crego - $8.00/hour. A motion was made by Trustee Conley, and seconded by Deputy Mayor Westcott, to approve the above-listed wages for the 2011-2012 budget. Carried. Wages for rec program personnel and seasonal labor will be determined when they are hired later in the year. Discussed streets. Mr. Dodge would like to at least repave the west end of Mechanic Street, using CHIPs money. Other streets will be done if money allows. Discussed possibility of approaching FMC to repair Vernon & S. Vernon Streets, due to high truck traffic during the remediation on Park Ave. Discussed having energy audits done by NYSEG and National Grid at the sewer plant. Clerk Schweigert will make arrangements for this. Discussed the possibility of creating a public relations/economic development position in the future. Discussed increasing the Mayor and Trustees wages. Clerk Schweigert said they have only been increased once in the 11.5 years she’s worked for the village. Last Increase was in the 2007-2008 budget, which is 4 years ago. She will get wages for Mayor and Trustees from other Niagara County villages for comparison. Clerk Schweigert will put the above changes in the budget and make recommendations for tax rate. The Board will need to have another meeting to discuss this. A motion was made by Trustee Conley, and seconded by Deputy Mayor Westcott, to hold the next budget meeting on Saturday, March 19, 2011, at 8:30 am in the Village Hall. The newspaper will be notified. There being no other business, a motion was made by Trustee Conley, and seconded by Deputy Mayor Westcott, to adjourn. Carried.
