The annual reorganization meeting of the Board of Trustees was held on Monday, April 4, 2011, in the Village Hall. The first order of business was to swear in the newly elected officials. Mayor Dick Westcott, and Trustees Wayne Blumrick and Rebecca Hinkson were sworn into office by Clerk-Treasurer Schweigert. Following his swearing in, Mayor Westcott opened the meeting at 7:02 pm. Also present were Trustee Conley, Coordinator Dodge, Police Chief Swick, Clerk-Treasurer Schweigert, and Michael Norris for Daniel E. Seaman, attorney. Mayor Westcott led the Pledge of Allegiance. There were several village residents in attendance, as well. Following the Pledge of Allegiance, Mayor Westcott appointed Dennis McAvoy to the office of Trustee, to complete the last year of the 2-year term as Trustee that Mr. Westcott held prior to his election as Mayor. Mr. McAvoy was sworn in by Clerk-Treasurer Schweigert. Mayor Westcott appointed Trustee Conley to be the Deputy Mayor. Mayor Westcott offered the following appointments for Board approval: Sewer & Sanitation Department : Trustee McAvoy Street Department: Trustee Hinkson Water Department: Trustee Blumrick Board Representatives to Youth Recreation: Deputy Mayor Conley and Trustee McAvoy Zoning Board of Appeals: Barbara Albone Youth Recreation: Executive Board -TBD Planning Board: John Shuttleworth Tree Board : Elizabeth Storch Lewis Wilmot Trust Board representative: Michael Conley Ethics: Margaret Thomas, Elizabeth Storch, and Trustee Blumrick A motion was made by Deputy Mayor Conley, and seconded by Trustee McAvoy, to accept the appointments as offered by Mayor Westcott. Carried. Mayor Westcott opened the public hearing regarding the 2011-2012 budget at 7:07 p.m. Clerk Schweigert read the legal notice. Michael Miano, 97 S. Main Street, addressed the Board. He protested the property tax increase. Property values are decreasing, so taxes shouldn’t increase. He feels that the Board should find another source of revenues or should decrease expenditures. He felt the Police Department should write more speeding tickets on Main Street. He was against any pay increases, and felt that the Board of Trustee members should serve out of the goodness of their hearts. Mayor Westcott advised Mr. Miano that the Village can’t rely on the police for revenues. The Board does attempt to find new sources of revenues; with businesses moving out, that is difficult. The Board is doing the best it can with what little it has. Property values may have decreased, but people are still selling for whatever they can get. As for the Board increased, this Board earns the least compared to other villages of its size in the county, and the Board has only had one pay raise in over 12 years. He told Mr. Miano that if he compared the Boards wages with other villages, he’d be shocked. As there were no other comments, Mayor Westcott closed the public hearing at 7:12 p.m. A motion was made by Deputy Mayor Conley, and seconded by Trustee Hinkson, to reappoint Rebecca Schweigert to a two-year term as Clerk-Treasurer. Carried. A motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley, to appoint Christa Lutz to a one-year term as Village Historian. Carried. A motion was made by Trustee Blumrick, and seconded by Deputy Mayor Conley, to make the following one-year term appointments: Thomas Arlington, Code & Zoning Enforcement Officer; Barbara Albone, Deputy Historian; Vicky Demmin, Deputy Village Clerk-Treasurer; and Barbara Noble, Deputy Clerk. Carried. A motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley, to designate HSBC, N.A., Middleport Office, as the Bank Depository. Corporate resolution was signed by the mayor and is attached to the minutes. Carried. A motion was made by Trustee Hinkson, and seconded by Trustee McAvoy, to authorize purchase of materials for street, water, and sewer departments at New York State or Niagara County bid prices. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee McAvoy, to authorize Seaman, Jones, Hogan, & Brooks LLC to handle all legal matters on a per diem basis. Carried. A motion was made by Trustee Hinkson, and seconded by Trustee Blumrick, to authorize the Clerk-Treasurer to deposit excess funds from all accounts in Time Open Agreements at HSBC, Wells Fargo, First Niagara, and M & T Bank. Carried. A motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley, to authorize the renewal of the Investment Policy as adopted by the Village Board on April 4, 1994, to include the following banks: HSBC, Wells Fargo, First Niagara, and M & T Bank. Carried. A motion was made by Trustee McAvoy, and seconded by Trustee Blumrick, to authorize mileage reimbursement at the rate of 50¢ per mile for officers and employees who use their personal automobiles while performing their official duties on behalf of the Village. Carried. A motion was made by Trustee Hinkson, and seconded by Trustee McAvoy, to authorize the Clerk-Treasurer to submit payment in advance of audit of claims for Public Utilities Services and postage prior to the monthly Board Meeting. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Blumrick, to authorize the Mayor, Board of Trustees, and Department Heads to attend semi-annual meetings of the Northwestern Frontier Association of Village Officials, to be held in April and October of each year. Carried. A motion was made by Trustee McAvoy, and seconded by Trustee Hinkson, to authorize the Clerk-Treasurer to attend the monthly meetings of the Niagara County Municipal Clerks Association and her deputies to attend meetings of same as deemed necessary by the Clerk-Treasurer, authorize the Police Chief to attend the quarterly Chiefs of Police meetings, and authorize the Village Coordinator to attend the monthly meetings of the Western New York Water Works Association. Carried. A motion was made by Trustee Blumrick, and seconded by Trustee Hinkson, to authorize Department Heads to approve necessary training at their discretion for members of their departments, including themselves, as it becomes available during the year. Should the cost be more than $1,000, Board Approval is necessary per the Village’s procurement policy. Carried. A motion was made by Trustee McAvoy, and seconded by Deputy Mayor Conley to authorize the regularly scheduled Board of Trustees meetings to be the third Monday of each month at 7:00 p.m., with the following exceptions: due to federal holidays, the January and February 2012 meetings will be held on the third Tuesday of the month. The 2012 Reorganization meeting will be held on Monday, April 2, 2012. Carried. A motion was made by Trustee Hinkson, and seconded by Deputy Mayor Conley, to designate the Lockport Union Sun & Journal as the official newspaper. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee McAvoy, to adopt the 2011-2012 budget in the amount of $1,719,171.18, and set the tax rate at $9.86 per thousand for Town of Royalton properties and $10.87 per thousand for Town of Hartland properties. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Hinkson, to authorize Mayor Westcott to execute the Fire Protection Contract for the period April 1, 2011, to March 31, 2012, in the amount of $84,500. Carried. The next Northwestern Association of Village Officials meeting will be held on Wednesday, April 20, 2011, with the Village of Medina as host. The next regularly scheduled meeting of the Board of Trustees will be Monday, April 18, 2011, at 7:00 p.m. A motion was made by Trustee McAvoy, and seconded by Trustee Blumrick, to adjourn. Carried.
