Body:
A regularly scheduled meeting of the Board of Trustees was held on Tuesday, January 19, 2010, in the Village Hall. Mayor Maedl opened the meeting at 7:00 p.m. Also present were Deputy Mayor Conley, Trustee Bateman, Trustee Sarchia, Trustee Westcott, Coordinator Dodge, Clerk-Treasurer Schweigert, and Daniel E. Seaman, attorney. Police Chief Swick was absent. Mayor Maedl led the Pledge of Allegiance. There were no Village residents in attendance. A motion was made by Trustee Bateman, and seconded by Deputy Mayor Conley, to approve the minutes of the December 21,2009, meeting. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Sarchia, to authorize payment of bills submitted on Abstract No. 8-09/10. General: $23,360.69; Water: $13,456.69; Sewer: $5,003.44; Total: $41,820.82. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Westcott, to approve payrolls no.15 and 16, for periods ending December 26, 2009, and January 9, 2010. Carried. The Treasurer’s report was submitted and accepted for the month of December 2009. The Public Works report was submitted and accepted for the month of December 2009. The Village and Town Police reports were submitted and accepted for the month of 2009. The 2009 annual report was also submitted. The Code Enforcement report was submitted and accepted for the month of December 2009, along with a building permit report for 2009. A motion was made by Deputy Mayor Conley, and seconded by Trustee Westcott, to appoint Mayor Maedl as the Budget Officer for the ensuing year. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Westcott, to appoint election inspectors as follows: Mrs. Pat Reale as chairperson, and Mrs. Barbara Keirn and Mrs. Rosemary L. Bernard as inspectors. Inspectors will be compensated at a rate of $7.50 per hour. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Bateman to appoint Rebecca A. Schweigert as registrar and Vicky M. Demmin as deputy registrar for the period of January 1, 2010, through December 31, 2011. Carried. A motion was made by Trustee Westcott, and seconded by Trustee Sarchia, to authorize Mayor Maedl to execute the Fire Contract between the Town of Hartland, Middleport Volunteer Fire Co. No. 1, Inc., and the Village of Middleport for the period 1/1/2010 to 12/31/2010, in the amount of $36,365. Carried. Correspondence was read: Received a letter from Homeland Security offering to come and give an overview to local civic organizations of what the HSD does. Received additional funds from Time Warner Cable as owed to us. Half will be forwarded to Computel. Received an email from NYCOM that our annual AIM from NYS could be cut by 5 percent, or almost $1,000, in the governor’s proposed budget. Discussed need to purchase new radio reading computer for water/sewer readings. Although Scott Little is no longer with Ti-Sales, we assume Ti-Sales will honor the quotes he gave us for a new reading device. A motion was made by Deputy Mayor Conley, and seconded by Trustee Westcott, to purchase the refurbished demo laptop radio reader at a cost not to exceed $9,100 from Ti-Sales. This is a sole source purchase as we must purchase a reader that is compatible with the devices purchased from T-Sales. Carried. Deputy Mayor Conley commended the DPW for making the Commons look great for the holiday season. Discussed outstanding water/sewer bills. Problem is severe. Will continue to turn off water for nonpayment. Trustee Westcott was approached by a resident to ask if a “Children at Play” sign could be put up near the Park & Maple Avenues intersection. If there is one already in the garage or if we can get one at low cost, DPW will put one up there. Discussed Teamsters union contract. The members agreed to the final offer, and a signed Memorandum of Agreement has been submitted by their representative. A motion was made by Deputy Mayor Conley, and seconded by Trustee Westcott, to ratify the contract. Vote was as follows: Ayes: Deputy Mayor Conley, Trustee Bateman, Trustee Westcott, Mayor Maedl; Nays: Trustee Sarchia; Absent: none; Abstentions: none. The motion was duly carried. Discussed possible future local laws to be enacted. The next regular Board Meeting will be Tuesday, February 16, 2010, at 7:00 p.m. due to the Presidents Day Holiday. The Village Hall will be closed Monday, February 15, 2010, for this holiday. There being no further business, a motion was made by Deputy Mayor Conley, and seconded by Trustee Sarchia, to adjourn.
