A special meeting of the Board of Trustees was held on Saturday, March 13, 2010, in the Village Hall. Mayor Maedl opened the meeting at 9:00 a.m. Also present were Deputy Mayor Conley, Trustee Sarchia, Trustee Westcott, Police Chief Swick, Village Coordinator Dodge, and ClerkTreasurer Schweigert. Trustee Bateman was absent. Discussed the 2010-2011 budget. Went over each line item. Discussed health insurance coverage. Our premiums have dropped considerably, due to the new health insurance coverage we have purchased. Currently, two employees do not take health insurance coverage. Stipend will be increased for any employee who does not take insurance. A memo will be distributed to all employees notifying them of this to see if any are interested in dropping insurance and taking coverage through their spouse. A motion was made by Deputy Mayor Conley, and seconded by Trustee Westcott, to increase the stipend to $2,500 for any employee who opts out of health insurance coverage through the Village. Carried. Coordinator Dodge advised the Board that the 1997 salt truck will need to be replaced in the new budget year. He has determined the cost will be $70,000 to $80,000. We will look into either financing the cost or using a 3 year BAN. The cost can be spread out over all three funds as this truck is also used to transport equipment for sewer calls and water repairs. We will budget $27,000 for the 2010-2011 budget year, with $9,000 coming from each fund. Clerk-Schweigert advised that the CHIP money now available to us is $75,155.59. We usually can’t take full advantage of this funding as we have to pay the bills first and then get reimbursed. However, this year we may want to consider a revenue anticipation note (RAN) to cover this. We can borrow the money against what the state has advised we’ll get, and repay it after we receive it. This increase in CHIP expenditures will artificially inflate the expenditures in the general fund; however, the revenues will increase by the same amount. Discussed the baseball contract. Based on the website the RoyHart Baseball Softball League now has, it is appears this is more than a recreation league. The Village may withdraw financial support after this year, if the league is not responsive to our concerns about the direction it is going. Discussed the tables at the Scout House. Corecraft does not offer plastic tables. The warehouse distributor BJs offers 10-foot plastic tables for $70. Having a membership to BJs is probably a good idea for the Village. Coordinator Dodge was advised to purchase a membership, making Clerk Schweigert the other authorized user of the account. He will purchase new tables for the Scout House from BJs as soon as possible. Mayor Maedl advised the Board that there is a very real possibility that Anna Wallace will be resigning soon as Village historian. Fred Fierch has expressed an interest in becoming the historian; however, he would be unable to attend the meetings the historian attends. Barb Albone is willing to stay on as deputy historian and attend the meetings. Coordinator Dodge asked for an increase in the storm sewer line in the general fund. He feels that the DPW can make the necessary adjustments and repairs to the drainage system needed on Manor Lane to alleviate the flooding. He feels a multi-year plan will work. Additional $5,000 was added to this line. Other than adding $9,000 each to the water and sewer funds for the truck, Coordinator Dodge didn’t see any other changes needed for these funds. Discussed wages. Clerk Schweigert introduced figures that she had worked up based on recommendations from Chief Swick for his Department and also based on the increased the union employees received. After much discussion the following wages were settled on: Chief Swick: $58,985.16/year + $750 longevity pay Sergeant Waters: $21.00/hour + $500 longevity pay Officer Johnson: $20.00/hour Officer Cain: $14.00/hour Officer Bixby: $14.00/hour Officer Annable: $13.00/hour Officer Morse: $13.00/hour Officer Campas: $13.00/hour Clerk Schweigert: $38,548.90/year + $500 longevity pay Deputy CT Demmin: $18.65/hour + $750 longevity pay Deputy Clerk Noble: $18.65/hour + $750 longevity pay Coordinator Dodge: $48,061.78/year C&ZEO Arlington: $5,893.20/year Typist Swick: $11.44/hour Cleaner Stoddard: $9.11/hour Seasonal Employees: Swim Program: Mullin, Kathy $14.50/hour Crosby, Jill $13.00/hour Dudly, Kathy Ellnor $ 9.00/hour Niethe, Jennifer $8.50/hour Phipps, Rachel $8.00/hour Seeloff, Allie $8.00/hour Recreation Program: Pedini, Heather $11.00/hour TBA $7.25/hour TBA $7.25/hour Seasonal Laborer: $7.25/hour Part-time police officers were given a higher percentage increase as we need to get the wage into a range where we can keep officers. They can move to other municipalities and make more money; then we have to train new officers. This takes time and money. It is more costeffective to try and retain the officers we’ve already hired. A motion was made by Trustee Westcott, and seconded by Trustee Sarchia, to approved the wage increases, including longevity pay, as presented. Carried. Discussed taxes and determined that the tax rate should increase by 10¢ per thousand, making it $9.50 per thousand. At this time the Board determined that the preliminary budget is complete for the 20102011 budget. A motion was made by Deputy Mayor Conley, and seconded by Trustee Westcott, to adopt the preliminary 2010-2011 budget of $1,731,307.06 and set the tax rate and $9.50 per thousand, with a public hearing on the budget to be held at the annual reorganization meeting on Monday, April 5, 2010 at 7:05 p.m. Carried. There being no further business, a motion was made by Trustee Westcott, and seconded by Trustee Sarchia to adjourn. Carried. The meeting adjourned at 12:50 p.m. Respectfully submitted, Rebecca A.
