The annual reorganization meeting of the Board of Trustees was held on Monday, April 6, 2009, at the Village Hall. Mayor Maedl opened the meeting at 7:00 p.m., following the swearing in of recently re-elected Mayor Maedl, Trustee Bateman, and Trustee Sarchia. Also present were: Trustee Westcott, Village Coordinator Dodge, Police Chief Swick, and Clerk-Treasurer Schweigert. Absent: Deputy Mayor Conley and Attorney Seaman. Clerk Schweigert led the Pledge of Allegiance. There were no village residents in attendance. Mayor Maedl offered the following names for appointment: Deputy Mayor – Trustee Conley Sewer & Sanitation Department – Trustee Westcott Street Department – Trustee Bateman Water Department – Trustee Sarchia Board Representatives to the Youth Recreation Board – Trustees Sarchia and Westcott Zoning Board of Appeals, 3 year term – Gene Dinse Youth Recreation, Executive Board, 3 year term – Dottie Barr, Michele Smith, and Audra Smith Planning Board, 5 year term –Doris Hinkson Ethics Committee, 1 year term – Liz Storch, Peggy Thomas, and Trustee Bateman Board Rep. to the Wilmott Fund – Mike Conley A motion was made by Trustee Westcott, and seconded by Trustee Sarchia, to approve these appointments. Carried. The public hearing for the 2009 – 2010 budget was opened by Mayor Maedl at 7:12 p.m. There being no one in attendance and no questions, Mayor Maedl closed the public hearing at 7:12 p.m. A motion was made by Trustee Bateman, and seconded by Trustee Westcott, to reappoint Rebecca Schweigert as Clerk-Treasurer to a two-year term. Carried. A motion was made by Trustee Westcott, and seconded by Trustee Bateman, to reappoint Thomas Arlington as Zoning & Code Enforcement Officer, Anna Wallace as Historian, Barbara Albone as Deputy Historian, Vicky Demmin as Deputy Village Clerk-Treasurer, and Barbara Noble as Deputy Clerk. These are all one-year terms. Carried. A motion was made by Trustee Sarchia, and seconded by Trustee Bateman, to designate HSBC, N.A., Middleport Office, as the Bank Depository. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Sarchia, to authorize purchase of materials for street, water, and sewer departments at New York State or Niagara County bid prices. Carried. A motion was made by Trustee Sarchia, and seconded by Trustee Bateman, to authorize Daniel E. Seaman to handle all legal matters on a per diem basis. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Westcott, to authorize the Clerk-Treasurer to deposit excess funds from all accounts in Time Open Agreements at HSBC, Key Bank of Western New York, N. A., Bank of America, and M & T Bank. Carried. A motion was made by Trustee Westcott, and seconded by Trustee Sarchia, to authorize the renewal of the Investment Policy as adopted by the Village Board on April 4, 1994, to include the following banks: Key Bank of Western New York, N.A., Bank of America, M & T Trust Co., and HSBC. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Sarchia, to keep the mileage reimbursement rate at 50 cents per mile for officers and employees who use their personal automobiles while performing their official duties on behalf of the Village. Carried. A motion was made by Trustee Westcott, and seconded by Trustee Bateman, to authorize the Clerk-Treasurer to submit payment in advance of audit of claims for Public Utilities Services and postage prior to the monthly Board Meeting. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Sarchia, to authorize the Mayor, Board of Trustees, and Department Heads to attend tri-annual meetings of the Northwestern Frontier Association of Village Officials to be held in April, July, and October of each year. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Sarchia, to authorize the Clerk-Treasurer to attend the monthly meetings of the Niagara County Municipal Clerks Association and her deputies to attend meetings of same as deemed necessary by the Clerk-Treasurer, authorize the Police Chief to attend the quarterly Chiefs of Police meetings, and authorize the Village Coordinator to attend the meetings of the Western New York Water Works Association and the WNY Village Superintendents Association. Carried. A motion was by Trustee Westcott, and seconded by Trustee Sarchia, to authorize Department Heads to approve necessary training at their discretion for members of their departments, including themselves, as it becomes available during the year. Should the cost be more than $1,000, Board Approval is necessary per the Village’s procurement policy. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Sarchia, that the regularly scheduled Board of Trustees meetings will on be the third Monday of each Month at 7:00 p.m., with the following exceptions: due to federal holidays, the January and February 2010 meetings will be held on the third Tuesday of the month. The 2010 Reorganization meeting will be held on Monday, April 5, 2010. Carried. A motion was made by Trustee Westcott, and seconded by Trustee Bateman, to designate the Union Sun & Journal as the official newspaper. Carried. A motion was made by Trustee Westcott, and seconded by Trustee Sarchia, to adopt the 2009 – 2010 budget in the amount of $1,650,412.20 and keep the tax rate at $9.40 per thousand. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Westcott, to authorize Mayor Maedl to execute the Fire Protection Contract for the period April 1, 2009, to March 31, 2010, in the amount of $82,000. Carried. The next Village Officials meeting will be Wednesday, April 15, 2009, with the Village of Wilson as host. The next regularly scheduled Board meeting is Monday, April 20, 2009, at 7 p.m. There being no further business, a motion was made by Trustee Bateman, and seconded by Trustee Westcott, to adjourn.
