A regularly scheduled meeting of the Board of Trustees was held on Monday, March 17, 2008, in the Village Hall. Mayor Maedl opened the meeting at 7:00 p.m. Also present were Deputy Mayor Conley, Trustee Bateman, Trustee Kirkpatrick, Trustee Sarchia, Coordinator Dodge, Police Chief Swick, Clerk-Treasurer Schweigert, and Daniel E. Seaman, attorney. Trustee Kirkpatrick led the Pledge of Allegiance. A motion was made by Deputy Mayor Conley, and seconded by Trustee Bateman, to approve the minutes of the February 25 and March 8, 2008, meetings. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Kirkpatrick, to authorize payment of bills submitted on Abstract No. 10-W: General: $29,010.33; Water: $4,198.29; Sewer: $8,260.90; Total: $41,469.52. Carried. A motion was made by Trustee Sarchia, and seconded by Trustee Kirkpatrick, to approve payroll no. 21 for week ending March 8, 2008. Carried. The Treasurer’s report was submitted and accepted for February 2008. The Public Works report was submitted and accepted for February 2008. Mayor Maedl commended DPW employee Doug Eggert for the tile flooring he installed in the Police Department. She also commended the DPW personnel for the excellent work done at the Scout House. The Village and Town Police reports were submitted and accepted for February 2008, with Chief Swick reading the highlights. The fire report was submitted and accepted for February 2008. Discussed tentative 2008-2009 budget. The General Fund expenditures are still too high. More cuts need to be made. Tax rate discussed. May need to increase as much as $1.00 per thousand, as the current difference between expenditures and revenues is over $100,000. Discussed possible cuts for General Fund. Clerk will make cuts and see if there is anywhere else cuts can be made. Will need another meeting to approve tentative budget and set tax rate. Correspondence: Notice received of public hearings held by the DEC regarding dam closures and safety. Mayor Maedl advised the Board of a letter she received from Spiros Antoniadis. Village Coordinator Dodge, Attorney Seaman, and Mayor Maedl had a telephone conference with Mr. Antonatis to discuss his proposal. They advise him that it was too similar to the LWRP for there to be any real impact. He agreed after having read the LWRP. He resubmitted the proposal with suggested changes. The plan will now cost $95,000, with FMC covering 80-percent of the cost. The Village will be responsible for the remaining, 20-percent, which will come from the money given to us by Senator Maziarz for just such a purpose. A motion was made by Deputy Mayor Conley, and seconded by Trustee Kirkpatrick, to pursue this endeavor, at a cost of $14,250 to the Village, subject to attorney’s approval and FMC’s involvement. Carried. We will need a contract with FMC regarding this. Mr. Seaman will contact Bob Forbes of FMC regarding this. The current payment schedule for this plan is on installments of $20,000, then three payments of $25,000 each. Mr. Seaman will check to see if FMC will pay their share first, then the Village will pay its share. Mr. Seaman advised the Board that he has received verbal notification from Senator Maziarz that the Village will received the $40,000 grant it has applied for, but we probably won’t get the $250,000 grant we also applied for. We should contact our Assemblypersons regarding member items as well. Mayor Maedl advised that Sue Tauro is also exploring grant opportunities for us, as well. Attorney Seaman asked if there was any feedback from the baseball group regarding the letter that was sent out. No one has heard anything, which Mayor Maedl feels indicates they are happy with this decision. Discussed the need for another budget meeting. The Board will meet on Monday, March 24, 2008, at 9:00 a.m. to resume budget discussions. Chief Swick advised the Board that he would like to hire Joshua Cain as a part-time police officer so that he may enroll in the academy. This will fill the last opening for a part-time officer. A motion was made by Deputy Mayor Conley, and seconded by Trustee Kirkpatrick, to hire Joshua Cain affective March 24, 2008, at a rate of $10.00 per hour. Carried. At this time Mayor Maedl passed around the applications for the Fire Department that were submitted. A motion was made by Trustee Sarchia, and seconded by Trustee Kirkpatrick, to accept the application for membership in the Middleport Volunteer Fire Department No., 1, Inc. from Douglas Holmesberger. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Kirkpatrick, to accept the application for membership in the Middleport Volunteer Fire Department No., 1, Inc. from Frank Ozimek. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Sarchia, to accept the application for membership in the Middleport Volunteer Fire Department No., 1, Inc. from Andrew Wells. Carried. The three preceding applications were for junior firefighters moving up to regular membership. A motion was made by Trustee Kirkpatrick, and seconded by Trustee Bateman, to accept the application for membership in the Middleport Volunteer Fire Department No., 1, Inc. from Fred Srock. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Sarchia, to accept the application for membership in the Middleport Volunteer Fire Department No., 1, Inc. from Chad Fuller. Carried. The Boy Scouts have asked for permission to use the Board Room for their basket raffle to be held on March 30, 2008, during their pancake breakfast at the Masonic Lodge. Board granted permission so long as a Scout leader is always present to keep people from wandering throughout the building. The next meeting of the Board of Trustees will be the Annual Meeting on Monday, April 7, 2008, at 7:00 p.m. The next meeting of the Northwestern Frontier Association of Village Officials will be hosted by the Village of Lyndonville on Wednesday, April 16, 2008. The next regular monthly meeting of the Board of Trustees will be on Monday, April 21, 2008, at 7:00 p.m. There being no further business, a motion was made by Trustee Bateman, and seconded by Trustee Sarchia, to adjourn.
