A regularly scheduled meeting of the Board of Trustees was held on Monday, October 15, 2007, in the Village Hall. Mayor Maedl opened the meeting at 7:00 p.m. Also present were Deputy Mayor Conley, Trustee Bateman, Trustee Kirkpatrick, Trustee Sarchia, Coordinator Dodge, Police Chief Swick, Clerk-Treasurer Schweigert, and Daniel E. Seaman, attorney. Clerk Schweigert led the Pledge of Allegiance. A motion was made by Deputy Mayor Conley and seconded by Trustee Bateman to approve the minutes of the September 17, 2007, meeting. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Kirkpatrick, to authorize payment of the bills submitted on Abstract 5W in the amount of: General - $45,746.71; Water - $13,502.64; Sewer - $4,071.05; Total - $63,320.40. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Deputy Mayor Conley, to authorize the Clerk-Treasurer to make the following budget transfers: TO FROM AMOUNT A8010.4 A9901.9 $ 635.36 A8140.4 A9901.9 $6,433.41 TOTAL: $7,068.77 Carried. A motion was made by Trustee Bateman, and seconded by Deputy Mayor Conley, to approve payrolls 9 and 10 for weeks ending September 22 and October 6, 2007. Carried. The Treasurer’s report was submitted and accepted for September 2007. The Public Works’ report was submitted and accepted for the month of September 2007. Mr. Dodge updated the Board on the digester lid. As he hasn’t heard back from Mick Honeck yet, he will assume that the painting won’t be done until spring 2008 as the weather has an effect on drying time. If it doesn’t dry properly, we could face the same cracking issue in the future. The town and Village police reports were submitted and accepted for the month of September 2007, with Chief Swick going over the highlights. Discussed setting hours for trick or treating. The Ladies’ Auxiliary will be holding their annual party at 7 p.m. again this year. Trick or treating will be held from 4:30 p.m. to 7:00 p.m. this year. Paper will be notified. Enforcement of the parking ban will go into effect Sunday, November 4, 2007, and last until Sunday April 6, 2008. Paper will be notified of this. The following resolution was offered by Trustee Bateman, who moved its adoption, and seconded by Trustee Kirkpatrick: WHEREAS, authority was retained by the Board of Trustees pursuant to Sections 185-2 and 3 of the Village of Middleport Code to install and maintain additional traffic control devices; and NOW, THEREFORE, be it resolved that Section 8 of said Code be and the same hereby is amended, by not deleting therefrom, but rather by adding thereto, the following additional subdivision: Section 185-8 is amended by adding the following additional location where parking of vehicles is prohibited: On Taylor Street from Friday at 5:00 P.M. to 11:00 P.M. on Sunday. The vote was as follows: Ayes: Mayor Maedl, Deputy Mayor Conley, Trustees Bateman, Kirkpatrick and Sarchia; Nays: none; Abstentions: none; Absent: none. The resolution was unanimously passed. Chief Swick advised the Board that the Police Department now has the capability to issue electronic tickets. Discussed replacing the bucket truck. Mr. Dodge is exploring several avenues to do this, including the possibility of applying some CHIPs funds towards the purchase. The truck we now own has been taken off the road due to age and safety issues. The tree in front of 15 Main Street on the State Street side of the corner will be moved and replanted in front of the Village Hall. It is currently blocking the mural painted on 15 Main Street. The tree in front of the Village Hall is dead, so it should be replaced anyway. This tree was one of the many extensively damaged during the surprise snow and ice storm in October 2006. Mr. Dodge advised the Board he will be attending his first NYCOM Public Works training session next week and will be gone from October 22 through October 25, 2007. Mayor Maedl reminded all present to vote at the general election November 6, 2007 and to attend the chicken dinner sponsored by the Methodist Church. The next regularly scheduled meeting of the Board of Trustees will be held on Monday, November 20, 2007, at 7:00 p.m. There being no further business, a motion was made by Deputy Mayor Conley, and seconded by Trustee Sarchia, to adjourn.
