A special meeting of the Board of Trustees was held on Monday, December 3, 2007. Mayor Maedl opened the meeting at 9:00 a.m. Also present were Deputy Mayor Conley, Trustee Bateman, Trustee Sarchia, Police Chief Swick, Coordinator Dodge, and Clerk Treasurer Schweigert. Trustee Kirkpatrick was absent. First order of business was to discuss health insurance. Community Blue and Independent Health submitted their price increases, and included possible coverage changes. Discussed the current status of health insurance. Determined that as this is part of the union contract, any changes will be considered at negotiation time. Discussed the availability of an LWRP grant to get a design standards law on the books so that the Central Business District retains its “historical flavor.” Mayor Maedl and Mr. Dodge explained to the Board what this would entail. Mayor Maedl contacted Wendy Salvati, Wendel Duchscherer, for an estimate to get this law into place. She was advised it would cost about $10,000. The following resolution was offered by Trustee Bateman, who moved its adoption, and seconded by Deputy Mayor Conley, WHEREAS, the Village of Middleport desires to maintain the historical ambience of the Central Business District, and WHEREAS, the means to achieve this is to create and pass a design standards code, and WHEREAS, the Environmental Protection Fund Local Waterfront Revitalization Program has grant monies available for such an endeavor, and WHEREAS, this grant is a matching grant, and the Village is required to provide 50-percent in funding, at an estimate of approximately $5,000 in funds and services, now therefore it is RESOLVED, that the Board of Trustees authorizes Mayor Maedl to execute an application for a grant through the Environmental Protection Fund Local Waterfront Revitalization Program. The vote on the preceding resolution was as follows: Ayes: Deputy Mayor Conley, Trustee Bateman, Trustee Sarchia, and Mayor Maedl; Nays: none; Absent: Trustee Kirkpatrick; Abstentions: none. The resolution was duly passed. Discussed the possibility of applying for a shared services grant for a new police vehicle in 2008. As the Town of Royalton has declined to apply for a shared services grant to purchase a bucket truck, Chief Swick will pursue applying for a shared services grant with the Towns of Royalton and Hartland. Their Board meetings are prior to the filing date, so we should be able to apply. The following resolution was offered by Deputy Mayor Conley, who moved its adoption, and seconded by Trustee Bateman, RESOLVED, that Mayor Maedl is hereby authorized and directed to file an application for funds from the New York State Shared Municipal Services Incentive Grant program for the 2007 program year. The Village of Middleport, as lead applicant, with support from the Towns of Royalton and Hartland, co- applicants, will handle all grant administration matters pertaining to this application. The purpose of the application is to secure funds to purchase a shared police vehicle for joint use by both the Towns of Royalton and Hartland and the Village of Middleport to reduce equipment costs to all municipalities. The maximum amount of funds applied for through this program is $400,000. The Village of Middleport will also contribute to the required 10-percent cash match required should an award be made. The vote on the above resolution was as follows: Ayes: Mayor Maedl, Deputy Mayor Conley, Trustee Bateman, and Trustee Sarchia; Nays: none; Absent: Trustee Kirkpatrick; Abstentions: none. The resolution was duly passed. Trustee Bateman and Coordinator Dodge had to leave the meeting at 10:00 a.m. Lengthy discussion ensued regarding the cost and effect of the ongoing arsenic investigation and remediation to the Village. To date the Village has incurred unexpected costs and damage to Village infrastructure that will need to be addressed in the future. There being no further business, a motion was made by Trustee Sarchia, and seconded by Deputy Mayor Conley, to adjourn. Carried. Meeting adjourned at 11:05 a.m. Respectfully submitted, Rebecca A.
