A regularly scheduled meeting of the Board of Trustees was held on Tuesday, January 16, 2007, in the Village Hall. Mayor Maedl opened the meeting at 7:00 p.m. Also present were Deputy Mayor Conley, Trustee Bateman, Trustee Herriven, Trustee Kirkpatrick, Clerk-Treasurer Schweigert, Village Coordinator Daniel A. Dodge, and Daniel E. Seaman, attorney. Police Chief Swick was absent. Trustee Herriven led the Pledge of Allegiance. There were several members of the public in attendance. A motion was made by Trustee Bateman, and seconded by Trustee Kirkpatrick, to approve the minutes from the December 18 and December 23, 2006, meetings. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Deputy Mayor Conley, to approve payment of bills submitted on Abstract 8-V in the amount of: General - $39,940.29; Water - $17,312.13; Sewer - $15,157.81; Total - $72,410.23. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Herriven, to authorize budget transfers as follows: TO FROM AMOUNT A1325.1 A9060.8 $850.00 A5110.2 A5110.4 $102.78 TOTAL: $952.78. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Kirkpatrick, to approve payrolls 16 and 17 for weeks ending December 30, 2006, and January 13, 2007. Carried. Treasurer’s report submitted and accepted for the month of December 2006. The DPW report was submitted and accepted for the month of December 2006. Mayor Maedl introduced Village Coordinator Daniel Dodge to those present. The Village and Town Police reports were submitted and accepted for the month of December 2006. The 2006 annual police report was submitted, as well. A motion was made by Trustee Kirkpatrick, and seconded by Deputy Mayor Conley, to appoint Mayor Maedl as Budget Officer for the ensuing year. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Trustee Bateman, to appoint Mrs. Pat Reale as chairperson, and Mrs. Barbara Keirn and Mrs. Rosemary L. Bernard as election inspectors. Compensation set at $7.15 per hour. Carried. A motion was made by Trustee Herriven, and seconded by Trustee Bateman, to authorize Mayor Maedl to execute the Fire Contract between the Town of Hartland, Middleport Volunteer Fire Co. No. 1, Inc., and the Village of Middleport for the period 1/1/2007 to 12/31/2007, in the amount of $33,605. Carried. A presentation was made to the Board by Water Operator in Charge Doug Eggert regarding new EPA testing regulations. The EPA will be requiring all water systems to do quarterly testing for pollutants. There will be two tests each quarter at a cost of approximately $200 per test. Additional costs may occur depending on how the Village handles where the testing is done. Testing is scheduled to start in August of 2008, but since it could begin as early at May 2008, a portion of this charge should be included in the 2007-2008 budget. Correspondence was read: X Thank you note from Anna and Warren Wallace for the donation to the library in memory of their son and her sister (former Village Trustee Nancy Schlinger) by the officials and employees of the Village. X Thank you note from Nancy Schlinger’s daughter and son for the donation in memory of their mother to the library by the officials and employees of the Village. X Notice from Independent Health of a mental health parity law which went into effect on January 1, 2007, requiring commercial group coverage to cover doctor and hospital services for the diagnosis and treatment of mental, emotional, or nervous disorders at the same co-pay and coinsurance levels as for other health conditions. New York State will provide funding to fully cover the cost of this new mandate for small groups, with 50 or fewer employees, which is where the Village falls. X Medina Memorial Hospital will now be offering orthopedic services. X Received notice that Drumee’s Corner Store is changing hands and we will have to apply for gas credit cards to continue purchasing from the store. Clerk Schweigert informed the Board that all of the paperwork for the grant from Senator Maziarz has finally been filed. The draft 2006 I&I report was submitted by Jeff Telecky of Wendel. Trustees should make any comments before the end of the month. Mayor Maedl, Coordinator Dodge, and Dan Seaman will be meeting with Tim Walck and Jeff Telecky sometime this month regarding several issues. Discussed when Board can meet for budget discussions. First meeting will be Saturday, March 3, 2007, at 8:30 a.m. Newspaper will be notified. Dan Dodge reported on the generator for the Sewer Treatment Plant. Because the furnace has an unusual blower setup, some conversions need to be made so that the generator can run the furnace if there is a power outage. Cost will be approximately $400. Board approved expenditure. Mr. Dodge will check with other STPs to see if there are regulations for back up power sources at STPs. Mr. Dodge would like to purchase a laptop computer for DPW use. State bid amount is $1,265 for a Dell. Motion by Trustee Herriven, seconded by Trustee Kirk, to authorize purchase of a laptop computer at a cost no greater than $1,265. Carried. Boy Scout Nick Herriven addressed the Board to request ideas for his Eagle Scout project. He had read about the grant the Village received for improvements at Margaret Droman Park and would like to tie into that if possible. Discussed possible ideas. At this time John Goebert and Olga Carmer did a presentation to the Board regarding plans they have to purchase the 106 Telegraph Road and turn it into a boarding house for driving students of the CDL driving school in Medina. Mr. Goebert and Ms. Carmer are part owners of the Apple Orchard Inn in Medina. They also plan to turn the warehouse outbuildings into a 10-15 unit motel. Discussion ensued regarding plans. Site plan review must be done per Village code. Will be set for 6:00 p.m. on Tuesday, February 20, 2007, prior to regular Board meeting if Attorney Seaman can be there. Clerk Schweigert advised the Board that she is now on the Education and History Committee for Niagara County’s Bicentennial Celebration plans for 2008. First meeting will be on 1/18/07. The next regular Board meeting will be Tuesday, February 20, 2007, at 7:00 p.m. due to the Presidents Day Holiday. The Village Hall will be closed Monday, February 19, 2007, for this holiday.
