The annual reorganization meeting of the Board of Trustees was held on Monday, April 2, 2007, in the Village Hall. Mayor Maedl opened the meeting at 7:30 p.m. The first order of business was to swear in the newly elected officers. Mayor Maedl, Trustee Bateman, and new Trustee Frank Sarchia were sworn in. Trustee Sarchia then led the Pledge of Allegiance. Also present were Deputy Mayor Conley, Trustee Kirkpatrick, Village Coordinator Dodge, Clerk-Treasurer Schweigert, Police Chief Swick, and Daniel E. Seaman, attorney. There were several village residents in attendance, as well. Mayor Maedl opened the public hearing regarding the 2007-2008 budget at 7:33 p.m. Clerk Schweigert read the legal notice. There being no comments, Mayor Maedl closed the public hearing at 7:35 p.m. The following appointments were offered by Mayor Maedl: Deputy Mayor: Trustee Conley Sewer & Sanitation Department: Trustee Bateman Street Department: Trustee Kirkpatrick Water Department: Trustee Sarchia Board Reps. to Youth Recreation: Deputy Mayor Conley, Trustee Bateman Zoning Board of Appeals: Michael Conley Youth Recreation – Executive: Timothy Herriven and Shari Godfrey to 3-year terms and Timothy Hare to complete the open term for one year Planning Board: Judy Wagner Tree Board: George Tamlin Ethics Committee: Peggy Thomas, Liz Storch, and Trustee Kirkpatrick A motion was made by Trustee Kirkpatrick, and seconded by Deputy Mayor Conley, to approve the preceding appointments. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Bateman, to reappoint Tom Arlington as Code Enforcement Officer, Anna Wallace as Historian and Barb Albone as Deputy Historian, Vicky Demmin as Deputy Village Clerk-Treasurer, and Barbara Noble Deputy Clerk for one-year terms and Rebecca A. Schweigert as Clerk-Treasurer for a two-year term. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Trustee Bateman, to appoint Rebecca A. Schweigert to a two-year term as Clerk-Treasurer. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Kirkpatrick, to designate HSBC, N.A., Middleport Office, as the Bank Depository. Corporate resolution to be signed by all Village Board Members. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Bateman, to authorize purchase of materials for street, water, and sewer departments at New York State or Niagara County bid prices. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Kirkpatrick, to authorize Daniel E. Seaman to handle all legal matters on a per diem basis. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Deputy Mayor Conley, to authorize the Clerk-Treasurer to deposit excess funds from all accounts in Time Open Agreements at HSBC, Key Bank of Western New York, N. A., Bank of America, and M & T Trust Co. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Kirkpatrick, to authorize the renewal of the Investment Policy as adopted by the Village Board on April 4, 1994, to include the following banks: Key Bank of Western New York, N.A., Bank of America, M & T Trust Co., and HSBC. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Bateman, to authorize mileage reimbursement at the rate of 45-cents per mile for officers and employees who use their personal automobiles while performing their official duties on behalf of the Village. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Kirkpatrick, to authorize the Clerk-Treasurer to submit payment in advance of audit of claims for Public Utilities Services and postage prior to the monthly Board Meeting. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Kirkpatrick, to Authorize Mayor, Board of Trustees, and Department Heads to attend tri-annual meetings of the Northwestern Frontier Association of Village Officials to be held in April, July, and October of each year. Carried. A motion was made by Trustee Bateman, and seconded by Trustee Kirkpatrick, to Authorize the Clerk-Treasurer to attend the monthly meetings of the Niagara County Municipal Clerks Association and her deputies to attend meetings of same as deemed necessary by the Clerk-Treasurer, authorize the Police Chief to attend the quarterly Chiefs of Police meetings, and authorize the Village Coordinator to attend the monthly meetings of the Western New York Water Works Association, the Niagara County Highway Superintendents meetings, and the WNY Village Superintendents Association. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Bateman, to authorize Department Heads to approve necessary training at their discretion for members of their departments, including themselves, as it becomes available during the year. Should the cost be more than $1,000, Board Approval is necessary per the Village’s procurement policy. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Deputy Mayor Conley, approving that the regularly scheduled Board of Trustees meetings be held on the third Monday of each Month at 7:00 p.m., with the following exceptions: due to federal holidays, the January and February 2008 meetings will be held on the third Tuesday of the month. The 2008 Reorganization meeting will be held on Monday, April 7, 2008. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Trustee Bateman, to designate the Union, Sun & Journal as the official newspaper. Carried. A motion was made by Deputy Mayor Conley, and seconded by Trustee Kirkpatrick, to adopt the Budget for 2007-2008 at $1,542,113.38. Set tax rate at $8.40 per thousand. Carried. A motion was made by Trustee Bateman, and seconded by Deputy Mayor Conley, to authorize Mayor Maedl to execute the Fire Protection Contract for the period April 1, 2007, to March 31, 2008, in the amount of $79,000. Carried. A motion was made by Trustee Kirkpatrick, and seconded by Trustee Bateman, to appoint Roland Johnson to the position of police officer, full-time, permanent, effective April 1, 2007 at his current rate of pay. Carried. The next NWFAVO meeting will be held on Wednesday, April 18, 2007, with the Village of Barker as host. The Middleport Senior Citizens appreciation luncheon will be held on Tuesday, April 24, 2007. The next regular meeting of the Board of Trustees will be held on Monday, April 16, 2007, at 7:00 p.m. in the Village Hall. There being no further business, a motion was made by Trustee Kirkpatrick, and seconded by Deputy Mayor Conley, to adjourn. Carried. Meeting adjourned at 7:50 p.m. Respectfully submitted, Rebecca A.
