A special meeting of the Board of Trustees was held on Saturday, March 11, 2006, in the Village Hall. Mayor Maedl opened the meeting at 8:30 a.m. Also present were Deputy Mayor Conley, Trustee Bateman, Trustee Herriven, DPW Superintendent Mahar, Police Chief Swick, and Clerk-Treasurer Schweigert. Trustee Shuttleworth was absent. Attorney Daniel E. Seaman’s presence was not necessary. Discussed changes made to the proposed 2006-2007 budget by Mayor Maedl. During ongoing budget discussion, the following subjects were included: X Civil Service will allow us to have two people with the same title for a maximum of two weeks so Mr. Mahar will be able to train his replacement, if we have hired someone by then. X Trustee Herriven will advise Kathy Mullen that the Village is taking over the entire swim program, and she and the other instructors will be considered Village employees. They will all have to fill out applications. X Mayor Maedl will be attending a meeting on a “brick and mortar” grant that the County is offering as a representative of the Tourism Committee. She will see if they could get grant money to help with the brickwork for the public restrooms. X Mayor Maedl would like to see tree grates around the trees on Main and State Streets so that flowers don’t have to be planted every year. The winter salt kills them and makes it difficult to maintain an attractive business district. Several ideas were discussed as to how we can either purchase tree grates or have them made locally. Discussed tax rate for 2006-2007. A small increase will be added. A motion was made by Deputy Mayor Conley, and seconded by Trustee Herriven, to increase the tax rate to $8.40 per thousand. Carried. A motion was made by Trustee Bateman, and seconded by Deputy Mayor Conley, to increase Vicky Demmin’s and Barbara Noble’s wages by 2 percent and to give them the Martin Luther King, Jr., holiday in January. Carried. A motion was made by Trustee Herriven, and seconded by Deputy Mayor Conley, to increase Code Enforcement Officer Thomas Arlington’s wages to $4,500 per year. Carried. Chief Swick addressed the cost-saving suggestion to cut back to one-man patrols on weekends, comparing the number of calls mid-week and on weekends. He also advised the Board of some possible patrol changes he may be making in the summer. Trustee Herriven suggested that each Board member have a mailbox available in the Village Hall. The Clerk can email them when mail is waiting for them. Mr. Mahar advised that a non-clog 4-inch sludge pump needs replacing at the Sewer Treatment Plant. He got three quotes: $4,686 from Siewert Equipment Co. $,4832.50 from Glauber Equipment Corp. $2,011.50 for reconditioned unit from Collier Machine Services, Inc. Motion was made by Trustee Bateman, and seconded by Deputy Mayor Conley, to authorize purchase of this pump at a cost of $2,011.50 from Collier Machine Services, Inc. Carried. Addressed additional wages. A motion was made by Trustee Bateman, and seconded by Deputy Mayor Conley, to make the following wage increases for the 2006-2007 budget year: Jeff Waters $18.80 per hour Ron Riley $13.00 per hour Pat O’Neal $12.50 per hour Rob Richards $12.50 per hour Roly Johnson $12.50 per hour Mike Tarnowski $12.00 per hour JoAnne Swick $10.50 per hour Shelley Stoddard $8.00 per hour Motion was carried. Carpet at the Scout House needs to be cleaned. Clerk-Treasurer will have cleaned in April. DPW Superintendent Mahar will have the carpeting in the front entryway replaced. Police Chief Swick and Mayor Maedl will meet with Town of Royalton Supervisor Chad McHenry regarding renewing the Police Contract. Department Head wages were addressed. A motion was made by Trustee Bateman, and seconded by Trustee Herriven, to make the following increases for the 2006-2007 budget year: X Clerk-Treasurer Rebecca Schweigert, $34,000 per year, $1,000 for not taking health insurance, and the Martin Luther King, Jr., holiday in January. X DPW Superintendent Jim Mahar, $45,750 per year, plus paid for 60 sick days upon retirement. X Police Chief John Swick, $53,500 Motion was carried.
